After wrangling and waiting for a mere 3 months, finally got the coveted U.S. Fish & Wildlife "Letter of Concurrence" to concur with the biolgist's second of two reports that there is in fact no snail habitat on the concrete slabs that have been there for 30 years out of which the new addition does not extend. Chalk one more up for the Kafka-esque building permit process here in SLO County. Hopefully more downhill than up from here, but beware the Coastal Commission.
